What Are WCAG Conformance Levels and Why Do They Matter?

WCAG conformance levels A, AA, and AAA define a hierarchy of accessibility requirements within the Web Content Accessibility Guidelines. Each level is cumulative — AA conformance requires meeting all Level A and Level AA success criteria, while AAA requires meeting all three. The level you target determines both the scope of your accessibility work and your organization's legal exposure.

WCAG Level A: The Minimum Accessibility Baseline

Level A consists of 30 success criteria representing the most fundamental accessibility requirements — failures at this level create absolute barriers. Level A requirements include providing text alternatives for non-text content (1.1.1), ensuring keyboard operability (2.1.1), and avoiding content that flashes more than three times per second (2.3.1). Meeting only Level A is generally insufficient for legal compliance.

WCAG Level AA: The Legal Standard for Most Organizations

Level AA is required by virtually every accessibility law and regulation worldwide. It adds 20 additional criteria including 4.5:1 color contrast (1.4.3), content reflow at 320px (1.4.10), captions for live audio (1.2.4), and focus visibility (2.4.7). WCAG 2.2 AA added criteria including Focus Appearance (2.4.11), Dragging Movements (2.5.7), and Target Size Minimum (2.5.8).

WCAG Level AAA: Enhanced Accessibility

Level AAA includes 28 additional criteria addressing edge cases, including 7:1 text contrast (1.4.6), sign language interpretation (1.2.6), and reading level not exceeding lower secondary education (3.1.5). The W3C explicitly states AAA conformance is not recommended as a general policy, but specific AAA criteria are worth targeting selectively where feasible.

Legal Implications: Which Level Is Required by Law?

• US ADA Title II (2024 final rule) — WCAG 2.1 Level AA for state and local government
• US Section 508 — WCAG 2.0 Level AA for federal agencies and contractors
• European Accessibility Act / EN 301 549 — WCAG 2.1 Level AA; enforcement from June 2025
• UK Public Sector Bodies Accessibility Regulations — WCAG 2.1 AA
• Canada AODA — WCAG 2.0 AA for large Ontario organizations
• No major jurisdiction currently mandates WCAG Level AAA

How to Determine Which Level to Target

• Default to WCAG 2.2 Level AA — it supersedes 2.0 and 2.1 and is current best practice
• Assess your legal and regulatory environment first
• Audit against all three levels even if you only commit to AA
• Prioritize any AAA criteria feasible for your content without disproportionate cost
• Document your conformance target in an Accessibility Statement
